IMPORTANT – Census submission deadline – Wednesday 11th February
Data collection of post-16 maths & English exemptions
The one-off EFA count of post-16 students exempt from studying maths and English is now underway. Academies selected to take part will receive a template to complete, along with guidance notes.
The closing date for the survey is 5pm on Friday 23rd January.
The only post-16 students without A*-C GCSE Maths and/or English who are exempt are:
- Students with statements of SEN/LDA/EHCP who ALSO have institution assessments that confirm they are not able to study either for GCSE or a stepping stone qualification
- Students with overseas qualifications equivalent to GCSE grades A*-C
FUNDING
Post-16 sub-contracted courses
There is a new requirement for any academy which sub-contracts part of its post-16 education to record this information in the 2015-2016 census. The following definitions clarify the circumstances under which this information is required:
The regulations DO NOT apply where:
‘directly funded institutions agree to collaborate with each other in their individual local delivery arrangements to students. Collaborative agreements are those where two (or more) institutions directly funded by EFA agree to share part of the delivery of education and training to students, where the majority of each student’s education and training is delivered by the student’s home institution and where the home institution records the student on either the ILR or school census for funding purposes.’
The regulations WILL however apply where:
‘sub-contracted delivery is characterised as provision delivered away from the main institution sites by a third party organisation with whom the academy has entered into contractual arrangements for the delivery of a proportion of the education provision funded by the EFA, and for which payments are dependent on student numbers and/or formula funding values.’
In brief, where local ‘sister’ schools reach agreements so that students can study courses not provided by their own institution, the regulations are unlikely to apply as long as both/all institutions are directly funded by the EFA.
Where an institution ‘buys in’ courses from a non-EFA funded organisation, then the regulations definitely will apply.
ACADEMY PROPERTY TRANSACTIONS
The EFA is reviewing the way they manage academies’ requests for property transactions. Any academy which has applied for consent for a property transaction can fill out a voluntary questionnaire and suggest improvements to the process.
The questionnaire is only available until Friday 23rd January.
EFA TRAINING VIDEOS AND WEBINARS
The EFA have improved the hosting site for their training videos and webinars so that it is now easier to find information relating to specific financial years.
There are recordings on the site relating to useful topics like:
- Finance
- Funding
- Capital funding
- Completion of EFA returns
